I am sure that technology is not the only thing that changed - the same producer of the Hindi version Navodaya Appachan also owned Technicolor and most likely distributed it. One of the main characters of the film was named Kuttichathan - which was the Tamil version of Chetan. I am sure that Chennai was the most prominent export hub of the film and certainly people would know who Chetan was. It would probably be the same case with the Hindi version of Chhota Chetan - where the movie’s title probably also had to do with Kuttichathan. Hindi did a wonderful job dubbing Tamil and in the process, released it as My Dear Kuttichathan. But the name simply made no sense - especially since Kuttichathan is from Tamil and not Hindi. It was also expensive to project the Hindi version of the film in 3D, as it required a lot of resources and hence the robbers who are famous for robbing cash-filled banks often demand a lump sum from the movie producers.
